Outside view Looking beyond aid The Center for Strategic and International Studies’ Dan Runde sees an end to poverty in entrepreneurship rather than aid. We spoke to Mr. Runde about the current state of development and the role of organisations like SNV in creating opportunities for people to start the climb from poverty to prosperity. What is the current state of development, and where is it headed? My view is that the 10-year bull market on official development assistance is over. We’re looking at a 10- to 20-percent cut in assistance in the Netherlands. Ireland, Portugal, Italy, Spain and Greece are either going to zero out, or massively slash – by more than 50% – their official development assistance over the next five years. That’s the bad news for the old model. The good news is that, according to a World Bank study released in February, poverty has been reduced in every region of the world between 2005 and 2008. In the 1980s, 1.9 billion people lived on $1.25 or less per day. As of 2008, 1.2 billion people were living on less than $1.25 per day. And, for the first time ever, the number of people in Africa living on $1.25 per day or less, is less than half – 47%. > JULY 2012 CONNECT #1 21 Pagina 20
