Innovation LCDF: Capacity for growth SNV’s research has found that people and organisations in rural areas of developing countries have substantial needs for business and professional services that are not being met. They struggle to pay for services, as well as to access service providers who are often based in national or regional centres. Our Local Capacity Development Facility (LCDF) initiatives are working to connect local actors in developing countries to service providers and join with them to co-fund the services they need. LCDFs have now been established in Vietnam, Albania and Kenya, Benin and DR Congo – where they are already supporting organisations that want to build 26 CONNECT #1 JULY 2012 their skills or knowledge, grow their business or innovate, access markets, commission a feasibility study for their business idea, receive training and more. New LCDFs are now under development in Nepal and Ethiopia. How does it work? Any ruralbased organisations including local governments, businesses or NGOs can come to a local LCDF for support. We work with them to find suitable service providers through transparent competitive tendering. LCDFs make sure that both the rural organisation and the winning service provider sign a contract and deliver on their promises. This enables us to keep track of the quality of services, ensure transparency and improve services in the long run. Customers’ choices expand, prices decrease, and quality of services improves. Along with directly supporting business capacity development, LCDFs are connecting businesses and service providers through Capacity Development Market Fairs, and helping build the capacity development market through online portals like LCDF Albania’s innovative PREX Albania service provider directory.
