Inclusive Highways: a road out of poverty Infrastructure is essential for development – but all too often large projects pass by those most in need. Now SNV and partners are trying to change that with a new model of inclusive infrastructure development. The La Paz-Oruro Highway is a highprofile infrastructure development funded by the Development Bank of Latin America. Linking Bolivia’s La Paz and Oruro Departments, the highway crosses some 200km of rural and highland Bolivia. Here, more than 87% of the population lives in poverty, with 47% in extreme poverty – figures much higher than the national average. A collaboration between SNV, CAF Development Bank of Latin America, UNDP, AVINA and ICCO, Inclusive Highways is a pilot project that aims to ensure that the La Paz-Oruro highway is not just another infrastructure project, but that it improves the incomes and quality of life of local communities. The project will improve the productive skills of nearly 600 families – or 3,600 people – helping them to make the most of the improved access to markets provided by the new road. The first step for SNV was to conduct economic analyses of the communities and identify Inclusive Business opportunities – opportunities to equitably incorporate low-income populations into the value chains of large companies. Having identified opportunities for productive growth, the project is now working with specialist capacity builders to improve the skills and certify the abilities of communities along the highway – from dairy farmers to potato growers, producers of improved cattle feed and farmers of native Andean crops such as maca, quinoa and cañahua. Already, some 1,200 people from lowincome farming communities located along the highway are benefiting from the labour certification process and Inclusive Business connections offered by the pilot, making the La Paz-Oruro project not just a highway, but a true road out of poverty.
